What Is on a Real Bill of Supply?
A bill of supply is a specific GST document defined by Indian law, and its format is prescribed by Rule 49 of the CGST Rules. A credible copy has to follow the legal format - including what it must leave out.
Titled 'Bill of Supply', never 'Tax Invoice'
The document heading itself is a legal requirement. Section 31(3)(c) of the CGST Act requires suppliers of exempt goods or services and composition scheme taxpayers to issue a bill of supply instead of a tax invoice - using the wrong title on the wrong transaction is a compliance error.
No CGST, SGST, or IGST lines at all
The defining feature of a bill of supply is the absence of tax. The issuer is not permitted to collect GST from the buyer, so there are no tax rate columns, no tax amounts, and the total equals the value of the goods or services. The buyer cannot claim input tax credit on it.
The composition dealer declaration
Rule 49 requires composition scheme taxpayers to print the words 'composition taxable person, not eligible to collect tax on supplies' at the top of every bill of supply they issue. This exact phrase is the fastest way to recognize a composition dealer's paperwork.
Supplier GSTIN and a serialized number
The bill shows the supplier's name, address, and 15-character GSTIN, plus a consecutive serial number (up to 16 characters) unique for the financial year, and the date of issue - the same numbering discipline as a tax invoice.
HSN or SAC code per line
Goods carry an HSN code and services a SAC code, with the number of required digits scaling with the supplier's turnover (4 digits up to Rs. 5 crore, 6 digits above it). Description, quantity, and value complete each line.
Recipient details and signature
The bill records the recipient's name and address (and GSTIN if registered) and closes with the supplier's signature or digital signature. For small transactions, a registered supplier may skip issuing one only if the value is under Rs. 200 and the buyer does not ask for it.
